I don't think anyone on here would know that answer. You would have to speak to the Andro guys.
Why are you asking only about the 98 team? Do they have plenty for the 96 and 97 PA teams, but not the 98?
I don't think any league can force a club to make a team - if the interest isn't there, it isn't there - how can you make a team if you don't have the players?

It was my understanding that all of the AL teams were told they had to do pre academy. It was a all in or all out deal. Andro is trying to hold on to the AL spots so yes they have to do it

99's can play up to fill ramining roster spots. The would essentialy be playing u13 anyway in classic league.
