1st and 3rd from PPL D1 last year qualified for Classic D3 (Coppell United and TFC Blue).

That mean's, assuming N+1 is met, the following team's, if they return, would get bye's:
    Real Independiente (2nd last season)
    Liverpool (4th last season)
    FCD White (5th last season0

The last 2 byes would either go to 1) teams dropping from Classic D3 to Plano (unsure what the team's dropping down are planning at this point) based on their play in the qualifying tournament during May or to 2) Fusion for finishing 6th in PPL D1 last season or 3) Bachman Lake for finishing 7th.

Plano's website states that only 5 bye's will be given to D1 but it doesn't state that 5 bye's HAVE to be given. So unsure what happens if any of the above team's don't make N+1 as the info posted doesn't state anything about giving a bye to a team finishing below 7th in D1 last season or to a team that played in D2 last season. So I'd assume that means less than 5 bye's might be given.

As far as team's competing for a spot in D1:

I know the American Eagles 96B Blue team will be returning to Plano based on their posts looking for players recently. Went undefeated in PPL D2 last year but don't return their two leading scorers (one moved to South America mid-season, other is playing Classic D2 this coming season), also lost a few on defense. Team had a coaching change mid-season last year as well (2nd change in as many years). Would expect them to be competitive though they've been advertising that they are still looking for a forward that can score so offensively they are something of a question mark at this point. Roster shows 15 players at this point, looks like 10 retained from last year's team so they still have plenty of room to add players with the increase in roster size to 22 this year.

Edited to strike Real Independiente from my list of returning teams based on new info.

I had heard from a parent of the Liverpool team that after several of their key players left that team folded. Just a rumor as far as I know, not stating its a fact.

From the CL accepted teams list...

UNITED STRIKERS 96B (ESCOBAR)) (Texas North)
TFC 96B BLUE (SCHELL) (Texas North)
COLLEYVILLE SA 16 AMIGOS GOLD 96B (FRIEDMAN) (Texas North)
REAL INDEPENDIENTE 96B WHITE (MONREAL) (Texas North)
DEPORTIVO JUNIORS 96B (MENDEZ) (Texas North)

I think 2 of those are Arlington, 3 are Plano....

I believe Extreme might have folded also and Odyssey added another 96 team that will play in Plano.

That Liverpool team will still be alive but with no returning players. They recruited a new team and will practice at Blue Sky instead of the MAC. Some players moved to a Texans team, and the other players went to Aces Black.

According to the Arlington qualifying accepted list Liverpool has entered that league and Odyssey will play in Plano.

there is no QT for plano 1 and there is going to be 17 teams in the league. here are the one i can remember off the top of my head.

    mutiny grey
    mutiny black
    fc dallas white
    fc dallas blue
    texans red west
    texoma
    rovers
    liverpool anfield
    Mckinney
    tfc whie
    american eagle blue
    AFC white
    Afc Black
    manchester united
    Fusion
    Fusion white
    mustangs (i think)

Each team is going to play each other once. Should be a wide open league with a variety of different levels of talent. Manchester united have been beating classic teams in tournaments so i might put them as a potential favourite for the title.

The manchester team in arlington is a different team. the one in plano is the talented one. i got this list of registered teams from the under 16 league director.
