Although, if a kid is dominating on a top team in his age group he probably should be put into a more challenging environment.

But I would think this would happen within a single club entity. let's say the DOC is involved. he sees the younger dominating U12 sessions and games and gives the exceptional player an extra training session with the club's top U13 team.

You know, actual development of the individual player.
