Last year, a 96 D2 team was relegated to D3, and many of the kids left the team. There were many rumors circulating around questioning whether the club would be able to field a team at all. Of course, since their are no rules governing how a club must go about fielding players for a team, the club had no trouble finding enough kids to form a "team".
But after two games, the "team" has been outscored 21-1, and clearly will not be competitive - at least for quite a while. How many other examples are there in CL of a team with a BYE not fulfilling the position granted them?
I'm not faulting the club so much, as they played by the rules. But I can't see the rules going back to the way they were anytime soon. So you'd have to expect that this type of situation will happen again and again.

I do believe I saw some Boca players on the Texas Titan team but SR still should have handled the Titans.

Really way too early to look at standings. Some teams have only played one game, so the answer to your question is "NO" these standings will not hold up.
Here are some guesses based on what I have seen:
D1: PL teams rule the day. Texans Red won't dominate but will probably still be 4th or 5th. Solar or FCD wins, Andro Red moves up to 3rd this year
D2: Andro should win as they appear to be have improved over their D1 team from past couple of years. Its a crap shoot after that, although it appears Horns have early momentum. Lots of tight games / draws in this division.
D3: Pretty easy to pick here: FWU Blue a pretty clear favorite followed by Ody. DTRN looks to be improved. Andro Navy is usually in the hunt and should be again. Newbie Jack-Flash ran up 14 on poor Boca, but nobody is impressed as they get whipped in their next game.

This weekend should clear the air (maybe) a little about who is for real and who is a flash in the pan. Regarding D1 I still think the top 5 is a toss up. Once the PL teams get a few CL matches under their belt then things should really start to get interesting.
